In 2001, due to a desire to undertake new challenges and improve business performance, CVL created a new service: supporting contracting management specialized in urban planning for retail, cultural and leisure activities. |

In 2002, CVL mobilized a group of property developers formed by VINCI and ING, and with them, won the bid for the Vauban Docks in Le Havre. In the following years CVL undertook important projects for public clients. |
